Effect of land cover change on runoff curve number estimation in Iowa, 1832-2001

Within the first few decades of European-descended settlers arriving in Iowa, much of the land cover across the state was transformed from prairie and forest to farmland, patches of forest, and urbanized areas. Land cover change over the subsequent 126 years was minor in comparison. Between 1832 and 1859, the General Land Office conducted a survey of the State of Iowa to aid in the disbursement of land. In 1875, an illustrated atlas of the State of Iowa was published, and in 2001, the US Geological Survey National Land Cover Dataset was compiled. Using these three data resources for classifying land cover, the hydrologic impact of the land cover change at three points in time over a period of 132+ years is presented in terms of the effect on the area-weighted average curve number, a term commonly used to predict peak runoff from rainstorms. In the four watersheds studied, the area-weighted average curve number associated with the first 30 years of settlement increased from 61·4 to 77·8. State-wide mapped forest area over this same period decreased 19%. Over the next 126 years, the area-weighted average curve number decreased to 76·7, despite an additional forest area reduction of 60%. This suggests that degradation of aquatic resources (plants, fish, invertebrates, and habitat) arising from hydrologic alteration was likely to have been much higher during the 30 years of initial settlement than in the subsequent period of 126 years in which land cover changes resulted primarily from deforestation and urbanization.

Regional models for postfire debris-flow likelihood and rainfall thresholds across the western United States

The U.S. Geological Survey (USGS) uses an empirical model developed with logistic regression (the ‘M1’ model) to rapidly assess debris-flow likelihood and to identify quantitative rainfall thresholds for debris flows after wildfire in the western United States. The M1 model was calibrated to a debris-flow inventory from southern California (United States) and has been applied throughout the western United States. Limited spatial coverage in the calibration dataset has motivated evaluation of M1 model accuracy outside the calibration region (e.g., the Sierra Nevada or the eastern Cascade Range, United States). Previous test cases showed that M1 overpredicts debris-flow likelihood and underpredicts rainfall thresholds for some locations (e.g., Arizona, northern California, Colorado, New Mexico, United States). We sought to improve the regional applicability of a debris-flow likelihood model by expanding the debris-flow inventory used for calibration, testing multiple potential models and generating an updated model framework. The updated inventory includes 3788 observations from 67 burned areas paired with short duration rainfall ratios. The updated model framework consists of a modified model structure and sets of coefficients calibrated separately to the entire updated inventory and to subsets of the inventory that intersect three Environmental Protection Agency (EPA) Level 2 ecoregions (Mediterranean California, Upper Gila Mountains and Western Cordillera). Comparisons of predictions from the updated models with observed rainfall and debris-flow activity show that the updated models outperform the M1 model by ~15%–60% and improve the uniformity of predictive performance across the western United States. The updated models also reduce false positive rates relative to M1 and generate rainfall thresholds that are better aligned with relative differences in regional climatology and debris-flow activity.

Harmonization of a water withdrawal dataset for the conterminous United States

The U.S. Geological Survey is developing nationally consistent water-use modeling approaches to replace previous methods relying on locally specific reported and estimated data. These national assessments require datasets that incorporate water withdrawal variability across the United States and over long periods. However, source data often have unclear definitions, missing or varied units, differing temporal resolutions, varied data quality, and inconsistent formats, which hinder automation and require individualized processing. The public-supply datasets described in this paper were used in machine learning models to estimate annual and monthly public-supply water use for 2000–2020 for the conterminous United States (CONUS) and in a model to estimate public-supply deliveries. Public-supply withdrawal data were acquired for the CONUS and the District of Columbia; however, 11 states had annual data for only 1 year, and 10 states had no monthly data. Annual withdrawal data were acquired for 81% of public-supply water service areas, and monthly withdrawal data were acquired for 47% for at least 1 year from 2000 to 2020. These datasets and methods provide the most comprehensive collection of reported public-supply withdrawals to date and can be used by water-use managers, the scientific community, and the broader public. The extensive data processing described herein can be applicable to datasets representing other categories of water use.
