Accurately characterizing climate change scenario planning in the U.S. National Park Service: Comment on Murphy et al. 2023

Abstract

We more accurately locate the boundary between current practice and research priorities regarding climate change scenario planning in U.S. federal land management agencies by supplementing the characterization in a recent article (“Understanding perceptions of climate change scenario planning in United States public land management agencies”) of its use in the U.S. National Park Service. Accurately reflecting the full depth and breadth of efforts to streamline and mainstream the method for climate change adaptation planning in the U.S. National Park Service provides readers helpful guidance and resources called for by Murphy et al.

A community-based research approach to develop Chronic Wasting Disease outreach with Tribal communities

Chronic Wasting Disease (CWD) is a fatal and contagious neurological disease of cervid populations across North America. Collaborative efforts between government agencies, researchers, policymakers, and stakeholders are necessary to minimize CWD prevalence, spread, and impacts on animal and human health and well-being. However, critical information related to CWD epidemiology, management, and animal and human health risks was not effectively reaching Tribal Nations and their members. To understand these gaps and specific information needs and ensure meaningful participation in CWD management and control efforts, university researchers and Tribal members partnered to conduct semi-structured interviews that focused on deer hunting and the perceived impacts of CWD on Tribal communities. Interviews provided insights into information preferences, knowledge gaps, and perspectives on CWD, revealing a strong sense of responsibility toward deer and the environment. From this collaborative approach, we can create culturally tailored educational resources that address CWD concerns and align with Tribal values.

Navigating the space between policy and practice: Toward a typology of collaborators in a federal land management agency

Navigating the space between policy and on-the-ground natural resource management presents unique challenges. We interviewed 22 U.S. Bureau of Land Management Field Office Managers to understand their perceptions toward, and applications of, collaboration with public and private stakeholders. Interviews were transcribed and open-coded using qualitative data analysis software. Then, each interview was represented visually using the MaxQDA MaxMaps feature. We deductively coded each visual model and created a typology based on a mix of salient traits exhibited by each group. Differences emerged in each group’s approach to teaching and learning; communication style; attitude toward collaboration; attention to relational and substantive outcomes; and the ability to create space within the agency mission to achieve mutually beneficial goals. Findings can help agencies navigate the challenges associated with aligning agency directives with on-the-ground realities in different contexts when collaborators exhibit different traits.

Identifying common decision problem elements for the management of emerging fungal diseases of wildlife

Emerging infectious diseases (EIDs) of wildlife have characteristics that make them difficult to manage, leading to reactive and often ineffective management strategies. Currently, two fungal pathogens, Pseudogymnoascus destructans (Pd) and Batrachochytrium salamandrivorans (Bsal), are causing declines in novel host species. To improve the application of management strategies addressing the risk of these pathogens to North American wildlife, we queried wildlife managers about their concerns regarding managing populations of bats and amphibians potentially impacted by Pd and Bsal. Using these responses, we identified aspects of each decision problem that were shared across pathogens, regions and agencies – and found similarities in decision-problem elements for disease management. Reframing management problems as decisions can enable managers to identify similarities across EIDs, i.e. uncertainties within management actions, and improve reactive responses if proactive management is not possible. Such an approach recognizes context-specific constraints and identifies relevant uncertainties that must be reduced in developing a response.
