Trends in subdaily to daily rainfall in Florida, 1990–2022

Changing rainfall patterns and intensifying rainfall extremes affect urban infrastructure and can increase flash-flood risk. Understanding how climate change has altered rainfall can support state and local agencies as they adapt and build resiliency. In this study, rainfall data from 23 weather stations in Florida were used to examine temporal and spatial trends over the period 1990–2022. Subdaily to daily rainfall events of durations 1, 2, 3, 6, 12, and 24 h were examined. A variety of statistical methods were applied to examine annual and seasonal trends, including quantile regression, extreme value analysis, run theory using the Mann–Kendall test, Sen–Theil slope, and Poisson and negative binomial tests, and threshold exceedance rates using generalized additive models. Using subdaily rainfall data posed challenges, including equipment failures, limited documentation of the quality assurance and control process, and potential measurement interferences. Results indicated that over 1990–2022, there was a decrease in hourly rainfall extremes but an increase at moderate quantiles. Overall, the number of rainfall events increased, particularly at shorter durations, but the mean total rainfall per event decreased. Additionally, the annual number of daily rainfall extremes showed more decreases than increases.

A gender and social vulnerability assessment approach

The report on an approach for gender and social vulnerability assessment is a supporting tool – or a guiding note – to assist the MRC to conduct the gender and vulnerability assessment in the Lower Mekong Basin. While the approach focuses on floods, droughts, and extreme storm events for the MRC’s future application, the overall gender and vulnerability framework described in this report could be applied to water resource development in the Mekong. It describes the steps for calculating exposure, sensitivity, and adaptive capacity components to determine an overall vulnerability score at the province level for each of the Mekong countries, which will shed light on possible strategies and measures to reduce vulnerability and achieve greater gender equality.

Near-term spatial hydrologic forecasting in Everglades, USA for landscape planning and ecological forecasting

Operational ecological forecasting is an emerging field that leverages ecological models in a new, cross-disciplinary way – using a real-time or nearly real-time climate forecast to project near-term ecosystem states. These applications give decision-makers lead time to anticipate and manage state changes that degrade ecosystem functions or directly impact humans. The Everglades Forecasting model (EverForecast) is an operational forecast model designed specifically for conservation management purposes including water management. It provides up to six-month forecasts of daily projected, spatially continuous stage values across the Everglades. We validated EverForecast quarterly to measured historical values at 207 gages (1 Jan 2000 – 31 Dec 2019). EverForecast hindcasted water stage accurately captured measured stage variation, with a low percentage of measured stage exceeding hindcasted values. Over the whole spatial extent, the mean RMSE is 20.98 cm, the mean MAE is 14.42 cm, and the mean MBE is 0.91 cm.
