Living with wildfire in Emigration Canyon, Utah: 2022 data report

Located in North Central Utah, Emigration Canyon is a prominent and historic canyon that runs northeast from Salt Lake City into the higher elevations of the Wasatch Mountains. The Wasatch Range is characterized by steep, rocky slopes and 26-44 millimeters of annual rainfall, both of which contribute to a high threat of wildfire. The area’s landscape is diverse with oak woodland at the lower elevations up to a conifer forest type including ponderosa pine, Douglas-fir, and subalpine fir. The Utah Wildfire Risk Assessment Portal (UWRAP) rates the fire danger in Emigration Canyon as “Extreme.” Resultantly, the Utah Division of Forestry, Fire & State Lands, as well as adjacent land management agencies, have identified this wildland-urban interface (WUI) zone as a high priority. The Utah Division of Forestry, Fire & State Lands website describes WUI as “the zone where structures and other human development meet and intermingle with undeveloped wildland or vegetative fuels.”

Living with wildfire in Genesee Fire Protection District, Jefferson County, Colorado: 2022 data report

Genesee Fire Protection District (GFPD) and members of the Board contacted the Wildfire Research Center (WiRē) early in 2021. GFPD serves a community of approximately 1,500 homes and 3,600 residents. The community borders the south side of I-70 and runs south up varied topography with varied vegetation to approximately 8,000 feet of elevation and is considered to be at extremely high risk of wildfire. In 2020, GFPD worked with the Forest Stewards Guild to update their Community Wildfire Protection Plan (CWPP). GFPD and WiRē collaborated to collect household-level data in an effort that is complementary to the insights provided by the CWPP. A series of scoping meetings that included the GFR Fire Board helped to build a shared understanding of GFPD’s goals, the setting, and the community.

Wildfire imagery reduces risk information-seeking among homeowners as property wildfire risk increases

Negative imagery of destruction may induce or inhibit action to reduce risks from climate-exacerbated hazards, such as wildfires. This has generated conflicting assumptions among experts who communicate with homeowners: half of surveyed wildfire practitioners perceive a lack of expert agreement about the effect of negative imagery (a burning house) on homeowner behavior, yet most believe negative imagery is more engaging. We tested whether this expectation matched homeowner response in the United States. In an online experiment, homeowners who viewed negative imagery reported more negative emotions but the same behavioral intentions compared to those who viewed status-quo landscape photos. In a pre-registered field experiment, homeowners who received a postcard showing negative imagery were equally likely, overall, to visit a wildfire risk webpage as those whose postcard showed a status quo photo. However, the negative imagery decreased webpage visits as homeowners’ wildfire risk increased. These results illustrate the importance of testing assumptions to encourage behavioral adaptation to climate change.

You vs. us: Framing adaptation behavior in terms of private or social benefits

Private actions to mitigate and adapt to climate change may have benefits to both the individual and society. In some cases, an individual may be motivated by appeals that highlight benefits to others, rather than to oneself. We test whether such prosocial framing influences information-seeking behavior to address wildfire risk among homeowners. In a field experiment across ten communities in western Colorado, property owners ( n = 2977) received a postcard from their local fire department highlighting the impact of risk mitigation to either “your property” ( private benefits ) or “our community” ( social benefits ). The postcard directed recipients to visit a personalized webpage on wildfire risk. Overall, 10.5% of property owners visited their personalized risk webpage. There was little difference in webpage visitation between those who received the social (11.3%) rather than the private (9.7%) benefits message ( χ 2 = 1.74, p = 0.19). However, response may depend on a property owner’s relationship to the community. Those who reside within the community (as opposed to out-of-town owners) or who were in an evacuation zone during a recent wildfire were more likely to visit their webpages after receiving the social benefits message. How homeowners view their contributions to shared risk and whether simple changes in messaging influence prosocial behavior can inform efforts to address climate-exacerbated hazards.

Living with wildfire in Teton County, Wyoming: 2021 data report

Wildfire affects many types of communities and is a particular concern for communities in the wildland urban interface (WUI), such as those of Teton County, Wyoming. The core intent of this project was to provide evidence to support the Teton Area Wildfire Protection Coalition (TAWPC) and affiliated organizations in their wildfire mitigation and education programming. This report analyzes existing wildfire risk data collected in fall 2020 and pairs it with social data collected in the winter and spring of 2021, in order to better understand residents’ knowledge, experiences, and perceptions about wildfire risk. This greater understanding will help TAWPC focus its programs and outreach and ultimately promote increased mitigation and reduced wildfire risk in Teton County. The results of the wildfire risk assessment, covering 725 private residential properties in the study area, suggest that 89% face high, very high, or extreme risk of wildfire. In comparison, only 41% of residents estimated their risk of wildfire to be high, very high, or extreme. This suggests a “gap” between rapid assessment and survey estimates.

Parcel-level risk affects wildfire outcomes: Insights from pre-fire rapid assessment data for homes destroyed in 2020 East Troublesome Fire

Parcel-level risk (PLR) describes how wildfire risk varies from home to home based on characteristics that relate to likely fire behavior, the susceptibility of homes to fire, and the ability of firefighters to safely access properties. Here, we describe the WiRē Rapid Assessment (RA), a parcel-level rapid wildfire risk assessment tool designed to evaluate PLR with a small set of measures for all homes in a community. We investigate the relationship between 2019 WiRē RA data collected in the Columbine Lake community in Grand County, Colorado, and whether assessed homes were destroyed in the 2020 East Troublesome Fire. We find that the overall parcel-level risk scores, as well as many individual attributes, relate to the chance that a home was destroyed. We also find strong evidence of risk spillovers across neighboring properties. The results demonstrate that even coarsely measured RA data capture meaningful differences in wildfire risk across a community. The findings also demonstrate the importance of accounting for multiple aspects of PLR, including both hazards and susceptibility, when assessing the risk of wildfire to homes and communities. Finally, the results underscore that relatively small actions by residents before a fire can influence wildfire outcomes.

Living with wildfire in Log Hill Mesa, Ouray County, Colorado: 2017 data report and a comparison to 2011 and 2012 data

Over the last decade, a team of researchers and practitioners, referred to as the Wildfire Research Team (WiRē1 Team), has worked with wildfire practitioners seeking to create communities that are adapted to wildfire through an evidenced-based approach. The West Region Wildfire Council (WRWC) has been an integral partner amongst the WiRē Team throughout this time. Together, the WiRē Team has developed a systematic data collection and integration approach (the WiRē approach) that informs local wildfire risk education efforts and allows for monitoring of community adaptation over time. Through this approach, we collect and analyze locally relevant wildfire risk and social science data to enhance the effectiveness of local wildfire risk mitigation efforts. A unique aspect of this report is that the data collection effort was replicated. The results of the 2011/2012 data collection effort are summarized in Meldrum et. al. (2013). In this report, the results of the 2017 data collection effort are summarized first, followed by a brief comparison of the 2017 results to the 2011/2012 data. This comparison is offered to provide context to the 2017 data; in-depth investigation of change over time is beyond the scope of this report.

Actionable social science can guide community level wildfire solutions. An illustration from North Central Washington, US

In this study we illustrate the value of social data compiled at the community scale to guide a local wildfire mitigation and education effort. The four contiguous fire-prone study communities in North Central Washington, US, fall within the same jurisdictional fire service boundary and within one US census block group. Across the four communities, similar attitudes toward wildfire were observed. However, significant differences were found on the measures critical to tailoring wildfire preparation and mitigation programs to the local context such as risk mitigation behaviors, reported barriers to mitigation, and communication preferences across the four communities.

Living with wildfire in Grand County, Colorado: 2021 data report

Wildfire affects hundreds of wildland-urban interface communities each year, and yet most communities lack data reflecting the conditions before an event. This study was conducted before the devastating 2020 East Troublesome Fire1, which spread across 193,812 acres and resulted in two lives lost and 366 homes and 214 other structures burned. The fire’s dramatic run threatened over 7,000 structures and led to a mandatory evacuation of over 35,000 people in Grand and Larimer Counties. The data reported here serve as baseline data to aid in understanding the parcel and social conditions before the fire. This report presents results from WiRē Rapid Wildfire Risk Assessment (WiRē RA) data, collected from 1,162 private residential properties in six communities in five fire protection districts (FPDs), the majority (72%) of which were characterized as high, very high, or extreme risk. This report also presents results from household surveys sent to homeowners in the study area. Household survey respondents underestimated their risk compared to the conditions observed through the professional risk assessment. Respondents consistently overestimated the amount of defensible space and the distance from their homes to nonvegetative combustibles. Respondents also overestimated the availability of driveway clearance that would enable access for response vehicles and for safe passing of residents evacuating and responders arriving to their homes.

Living with wildfire in Chalk Creek, Chaffee County, Colorado: 2019 data report

Wildfire affects many types of communities and is a particular concern for communities in the wildland urban interface (WUI), such as Chalk Creek in Chaffee County. The core intent of this project was to provide evidence to support Colorado State Forest Service (CSFS) Salida Field Office’s wildfire mitigation and education program. This report analyzes existing wildfire risk data collected in late 2017 through 2019 and pairs it with social data collected in the summer of 2019, in order to better understand Chalk Creek residents’ knowledge, experiences, and perceptions about wildfire risk. This greater understanding will help CSFS focus its programs and outreach and ultimately promote increased mitigation and reduced wildfire risk in Chalk Creek.

Would you like to know more? The effect of personalized wildfire risk information and social comparisons on information-seeking behavior in the wildland–urban interface

Private landowners are important actors in landscape-level wildfire risk management. Accordingly, wildfire programs and policy encourage wildland–urban interface homeowners to engage with local organizations to properly mitigate wildfire risk on their parcels. We investigate whether parcel-level wildfire risk assessment data, commonly used to inform community-level planning and resource allocation, can be used to “nudge” homeowners to engage further with a regional wildfire organization. We sent 4564 households in western Colorado a letter that included varying combinations of risk information about their community, their parcels, and their neighbors’ parcels, and we measured follow-up visits to a personalized “Web site”. We find that the effect of providing parcel-specific information depends on baseline conditions: Informing homeowners about their property’s wildfire risk increases information-seeking among homeowners of the highest-risk parcels by about 5 percentage points and reduces information-seeking among homeowners of lower-risk parcels by about 6 percentage points. Parcel-specific information also increases the overall response in the lowest risk communities by more than 10 percentage points. Further, we find evidence of a 6-percentage point increase in response rate associated with receiving a social comparison treatment that signals neighboring properties as being either low or moderate risk on average. These results, especially considered against the 13 percent overall average response rate, offer causal evidence that providing parcel-specific wildfire risk information can influence behavior. As such, we demonstrate the effectiveness of simple outreach in engaging wildland–urban interface homeowners with wildfire risk professionals in ways that leverage existing data.

Putting people first: Using social science to reduce risk

Wildland-urban interface residents, who occupy the areas where wildlands meet and mix with human development, are both contributors to and recipients of the disastrous effects of wildland fires. They contribute through fire starts, flammable homes, unmitigated properties, opposition to mitigation on nearby public lands, and land use planning efforts. We argue that successful, sustainable wildland fire solutions are only possible if the WUI residents are engaged. In this article, we describe an evidence-based quantitative social science model to illustrate how to put people at the center of wildland fire solutions. Our hope is to spur greater use of social science in evidence-based wildland fire programs.

Developing behavioral and evidence-based programs for wildfire risk mitigation

The actions of residents in the wildland–urban interface can influence the private and social costs of wildfire. Wildfire programs that encourage residents to take action are often delivered without evidence of effects on behavior. Research from the field of behavioral science shows that simple, often low-cost changes to program design and delivery can influence socially desirable behaviors. In this research report, we highlight how behavioral science and experimental design may advance efforts to increase wildfire risk mitigation on private property. We offer an example in which we tested changes in outreach messaging on property owners’ interest in wildfire risk information. In partnership with a regional wildfire organization, we mailed 4564 letters directing property owners to visit personalized wildfire risk webpages. By tracking visitation, we observed that 590 letter recipients (12%) sought information about their wildfire risk and response varied by community. This research–practice collaboration has three benefits: innovation in outreach, evidence of innovation through experimental design, and real impacts on interest in wildfire mitigation among property owners. Future collaborations may inform behavioral and evidence-based programs to better serve residents and the public interest as the risks from wildfires are projected to grow.

Do actions speak louder than words? Comparing the effect of risk aversion on objective and self-reported mitigation measures

Risky behaviors are of public concern when they are associated with negative externalities. Public programs and policy seek to incentivize less risky behaviors in an effort to reduce or eliminate such social costs. It is in this context that the relationship between risk aversion and risky behaviors is of particular interest. However, the literature on risk aversion and risky behaviors has largely relied on self-reported behaviors. Whether intentional or unintentional, self-reported behaviors may differ from objective measures of behavior. Because policies and programs are often based on objective measures of behavior, rather than self-reports, we ask the question of whether observed relationships between risk preferences and self-reported behaviors extend to objective measures of behavior.

Living with wildfire in the Squilchuck Drainage - Chelan County, Washington: 2020 data report

Research on the social dimensions of wildfire provides opportunities to understand how communities and the people who reside in those communities interact with the threat of wildfire. Overall, three findings from this project were particularly noteworthy. First, household survey results indicate that residents in the Squilchuck Drainage, Chelan County, Washington have high expectations of response services in the event of a wildfire. Second, the survey data indicated Chelan County Fire District 1 (CCFD1) was the most frequently reported source of wildfire risk information and was characterized as a source of useful information. Finally, the project in the Squilchuck Drainage was an opportunity to examine how heterogeneous communities inhabit a contiguous biophysical location. Reported findings highlight the fact that even in relatively small geographic spaces, the social variation could have important implications for how a wildfire mitigation program attends to the varying social conditions within the communities that they serve.

Living with wildfire in Ashland, Oregon: 2020 data report

Wildfire affects many types of communities. Improved understandings of urban conflagrations are leading some fire-prone communities, such as Ashland, Oregon, to expand their attention from focusing solely on the intermix fringe to managing wildfire threats across more urbanized wildland urban interface (WUI) communities. The core intent of this project was to build a partnership between the Wildfire Research (WiRē) Team and Ashland Fire and Rescue (AFR) by leveraging existing wildfire risk data collected in March 2018 and pairing it with newly collected social data to better understand Ashland, Oregon residents’ knowledge, experiences, and perceptions about wildfire risk. This greater understanding will help AFR focus its programs and outreach and ultimately promote increased mitigation and reduced wildfire risk in Ashland.

Interactions between resident risk perceptions and wildfire risk mitigation: Evidence from simultaneous equations modeling

Fire science emphasizes that mitigation actions on residential property, including structural hardening and maintaining defensible space, can reduce the risk of wildfire at a home. Accordingly, a rich body of social science literature investigates the determinants of wildfire risk mitigation behaviors of residents living in fire-prone areas. Here, we investigate relationships among wildfire hazards, residents’ risk perceptions, and conditions associated with mitigation actions using a combination of simulated wildfire conditions, household survey responses, and professionally assessed parcel characteristic data. We estimate a simultaneous model of these data that accounts for potential direct feedbacks between risk perceptions and parcel-level conditions. We also compare the use of self-reported versus assessed parcel-level data for estimating these relationships. Our analysis relies on paired survey and assessment data for approximately 2000 homes in western Colorado. Our simultaneous model demonstrates dual-directional interactions between risk perceptions and conditions associated with mitigation actions, with important implications for inference from simpler approaches. In addition to improving general understanding of decision-making about risk and natural hazards, our findings can support the effectiveness of publicly supported programs intended to encourage mitigation to reduce society’s overall wildfire risk.

Living with wildfire in Archeluta County, Colorado: 2015 data report

Residents in the wildland-urban interface (WUI) can play an important role in reducing wildfire’s negative effects by performing wildfire risk mitigation on their property. This report offers insight into the wildfire risk mitigation activities and related considerations, such as attitudes, experiences, and concern about wildfire, for people with homes in the Pagosa Fire Protection District of Archuleta County, Colorado. Data come from a social survey and parcel-level rapid wildfire risk assessments administered by FireWise of Southwest Colorado. Results are presented both in graphical form and as detailed summary statistics (in appendices). As we recognize that results from similar surveys and assessments in other communities may differ, these linked datasets contribute to a broader effort to understand decisions about wildfire risk mitigation on private property. Results can facilitate long-term monitoring, management, and educational practices concerning the mitigation of wildfire risk in WUI communities.
